* WHERE...A portion of central Pennsylvania.

* WHEN...Until 10 AM EST Tuesday.

* IMPACTS...The dangerously low wind chills could result in 
  hypothermia or frostbite if precautions are not taken.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

If outdoors, dress in layers and cover exposed skin.
