...A BAND OF HEAVY SNOW WILL MOVE THROUGH NORTHERN TIOGA AND
NORTHERN BROOME COUNTIES TO CORTLAND, CHENANGO, SOUTHERN MADISON 
AND OTSEGO COUNTIES IN NY BETWEEN 11 AM AND 1 PM.

A band of heavy snow will move across northern Tioga, northern
Broome counties to Cortland, Otsego, Chenango and southern 
Madison counties between 11 am and 1 pm. Snow will come down at 1 
to 2 inches per hour. The higher terrain where temperatures are at
or below freezing will see the highest impact with dangerous 
travel and even scattered power outages. Even in the lower
terrain, roads likely will get snowy and slippery. 

Expect the snow to taper off across the highlands of central NY
between 2 and 5 pm.
